Percentage of Residents in Public Housing with a Disability, 2017
Public housing is generally owned and operated by a local public housing authority (PHA). It is rental housing for income eligible and qualified people with or without a disability. To be eligible, the household must be low-income (below 80% of the area median income) as determined by the PHA. Besides income, the criteria can vary and must be within what the US HUD allows (e.g. being employed). Currently, the need exceeds the number of units available. While PHAs maintain a waiting list, most are closed because there are so many people waiting. And while there are targeted units for people with disabilities, national data consistently shows more people with disabilities are likely to be eligible and qualified than there are units available. The data in this map shows the percentage of all people living in public housing who have a disability. The proportion is smaller than the percentage based on total number of households shown in Map 13 (Percentage of Households in Public Housing with a Resident who has a Disability) because most people with disabilities live alone and many families with children have no one with a disability in the home.
