The first quartile ranges from 0.0% to 4.7% and includes the states California, Colorado, Connecticut, Washington DC, Hawaii, Illinois, Iowa, Maryland, Massachusetts, Minnesota, Nebraska, New Hampshire, New Jersey, New York, North Dakota, Rhode Island, South Dakota, Utah, Vermont, Virginia, Wisconsin & Wyoming.. The second quartile ranges from 4.8% to 6.4% and includes the states Alaska, Arizona, Delaware, Florida, Georgia, Idaho, Indiana, Kansas, Maine, Michigan, Montana, Nevada, New Mexico, North Carolina, Ohio, Oregon, Pennsylvania, Texas & Washington.. The third quartile ranges from 6.5% to 9.0% and includes the states Alabama, Arkansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, South Carolina & Tennessee.. The fourth quartile ranges from 9.1% to 22.7% and includes the states West Virginia.
