The first quartile ranges from 0.0% to 2.0% and includes the states California, Connecticut, Delaware, Washington DC, Florida, Georgia, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Pennsylvania, Rhode Island, Utah, Virginia & Wisconsin.. The second quartile ranges from 2.1% to 2.7% and includes the states Arizona, Colorado, Idaho, Indiana, Iowa, Kansas, Louisiana, Michigan, Missouri, Nebraska, Nevada, New Hampshire, North Carolina, North Dakota, Ohio, South Carolina, South Dakota, Texas, Vermont & Washington.. The third quartile ranges from 2.8% to 3.7% and includes the states Alabama, Alaska, Arkansas, Kentucky, Maine, Mississippi, Montana, New Mexico, Oklahoma, Oregon, Tennessee & Wyoming.. The fourth quartile ranges from 3.8% to 14.3% and includes the states West Virginia.
