Number of Persons on Medicaid 1915(c) HCBS Waiver Wait Lists, 2014

Although the Medicaid 1915(c) waiver program is the largest Medicaid HCBS (Home and Community-Based Services) programs in the nation, states are restricted as to how many persons can be served on the program in a given year. When there are more people requesting waiver services than the number of available spaces, then a state may establish waiting lists for such services. Other than Arizona, Rhode Island and Vermont which does not operate such waivers, 38 states had a wait list for waiver services in 2013. States with the largest number of persons on wait lists are concentrated in the south and parts of the east. Texas has the largest number of persons on such lists (163,146) while among states with wait lists, South Dakota has the least number of persons (23). Delaware, D.C., Hawaii, Idaho, Massachusetts, New Hampshire, North Dakota and Oregon have no wait lists.

Arizona, Rhode Island and Vermont do not have 1915(c) waivers and operates their HCBS programs through an 1115 waiver. Wait list for New York is unknown.

The first quartile ranges from 0 to 620 and includes the states Delaware, Washington DC, Hawaii, Idaho, Massachusetts, New Hampshire, New Jersey, New York, North Dakota, Oregon & South Dakota.  The second quartile ranges from 621 to 3,727 and includes the states Alabama, Alaska, Arizona, Arkansas, California, Connecticut, Maine, Missouri, Montana, Nebraska, Nevada, Rhode Island, Utah, Vermont, Washington, West Virginia & Wyoming.  The third quartile ranges from 3,728 to 8,774 and includes the states Colorado, Indiana, Kansas, Kentucky, Minnesota, Mississippi, Oklahoma, South Carolina, Tennessee, Virginia & Wisconsin.  The fourth quartile ranges from 8,775 to 163,146 and includes the states Florida, Georgia, Illinois, Iowa, Louisiana, Maryland, Michigan, New Mexico, North Carolina, Ohio, Pennsylvania, Texas & United States.
